Hands of Order
The ruling council of Shalomar. The phrase “Hands of Order” refers not only to the council itself, but also to the massive stone bridgetower that houses the council in Sheene. Individual members of the council are called Digits, and are elected by representatives of each major region of Shalomar.
What power the Hands actually wield comes not from military might (the Hands have no standing army), but rather from an historic respect for their authority. The Hands’ legitimacy is closely linked with the ideals of fairness and justice embodied by the Church of Saint Cuthbert, which has historically been closely associated with the Hands. Little is known of the Hands’ origin, though most Shalomarians believe the council has existed since the Founding.
